The quality of rural primary schools and high schools education influences directly not only on development of moral, intelligence , physique and beauty of rural pupils , but also on educating all sorts of specialized persons and improving national quality . The essential character of our national education is 'a beveloping country carrying on a large education ', so the funds problem the on rural education is the neck of a bottle that limits rural basic education.Single-tuition system is one of fee-collecting methods currently in effect, which means that only once and single tuition can be collected from the pupils without any fee else allowed. It's highest limited standard was made by the Ministry of Education, the Developing and Planning Committee and the Ministry of Finance, after the fee of text books and the other fee have been strictly regulated.The system was testing executed since autumn 2002 and then formly run since autumn 2004 in Bayannao'er City.Then, what effect has the system taken on education of the less developed rural areas after being executed?This report mainly uses qualitative analysis with some quantitative analysis in it. The researching methods are interviewing andopinion poll.Bayannao'er City lies in the less beveloped western areas where the situations on rural compulsory education funds are reflected clearly, so the writer can understand the fact by beeply exploring and analyzing the situations.There are five chapters in the report. Preface: introduce the definition and significance of single-tuition system; Part one: look back to the changing course of state funds inputting system of rural compulsory education and necessity of executing single-tuition system; Part two: the survey about education funds in our city before and after the system was executed. Having obtained appearance materials by interviewing and then analyzed real resources like accounting materials, I draw a conclusion in deep sense that rural education funds is insufficient which is not caused by the system, but only appeared by it. part three: on the base of survey, deeply analyze the reasons why the funds is insufficient after the system was run. part four: give some advices.Rursl compulsory education has changed from the condition that 'people's education is carried on by people themselves' to that 'people's education is carried on by state', so it must be guaranteed by a reliable system of rural education funds inputting. But the funds problem has never been solved well , especially in poverty-stricken western areas, because of some problems of idea and other reasons.Therefore, it necessarily need to use single-tuition system during a special period, but how can we carry on the system successfully?The education funds inputting system have to be adjusted: first, funds inputting from goverment need be strengthened as a main channel with other funds-collecting methods as a compliment; second, relative laws and rules on the funds inputting need to be improved; third, efficiency of education funds should be increased.
