In order to strengthen the responsibility of government to protect the rural compulsory education, popularity and consolidate the nine-year compulsory education, to accelerate a comprehensive and balanced development of China’s compulsory education, the State Council decided to start a reform of the national rural compulsory education funds security system from the beginning of2006. The article is based on this background.Five years had passed, Y County in Anhui Province had been choosed as an example, through field research, to test the effectiveness of the Compulsory Education funds security systemf, and trying to find out the promblem, then give somel targeted programs to solve these problems.《The national long-term education reform and development plan (2010-2020)》 is promulgated in2010, it proposed to further increase the rural compulsory education investment, the management system of rural teachers, improve rural compulsory education level of information technology, as well as compulsory education in rural areas supporting laws and regulations.Anhui Province belong to the middle-developed provinces in the east-central,Y County is located in the northern region of Anhui Province, The level of socio-economic development at the middle level in Anhui Province,.The development of Education in Anhui province is unbalanced, especially impoverished county and mountain, the compulsory education development environment is very bad.Anhui province started the rural compulsory education outlay guarantee system reform since the spring of2007. In the past five years, Anhui province formulated a series of related policies to ensure the reform goes smoothly which Combined with the actual situation of Anhui, and obtain apparent effect.This article which use the rural compulsory education outlay guarantee system reform as the background, and the national medium and long-term educational reform and development plan for the policy foundation, use the research data, to research and analysis rural compulsory education outlay guarantee system implementation status of Y County.9villages and towns,30rural primary and middle schools were investigated in Y county.We get400effective copies student questionnaires,200effective copies of teacher questionnaires and350effective copies of principal questionnaires. Based on the research content of data statistics and analysis,We almost know the current situation of the implementation in Y county.The compulsory education funds guarantee system had been implemented for five years,"wild charges" phenomenon in rural primary and secondary schools, dropout rates, public funds subsidy standards for per student, Poor boarding students’living subsidy standard, and the changes of eachers’ salaries before and after the implementation of the new funds guarantee system and so on which help me to find the problems of rural compulsory education funds guarantee system.By causes analysis,we find many ways to improve this problem,such as increase the financial input, the financing of education, government transfer payments, raise the treatment of teachers in rural areas, accelerate rural education informationization, improve the efficiency in the use of teaching resources and other aspects, to put forward some countermeasures.In order to solve the problems in the implementation of rural compulsory education funds guarantee system in Y County, To protecto the rural compulsory education funds safeguard system developed healthly in Anhui Province.At the same time, it can provide a reference for the improvement of rural compulsory education funds guarantee system in other provinces, and finally to promote a comprehensive and balanced development of compulsory educationAs it carries on in Anhui, the rural compulsory education funds guarantee system does improve the conditions of schools in rural areas, Reduce the education-economic burden of rural families and schools. Although the problems in the implementation can not be ignored, the results achieved of the security system of funding for rural compulsory education in Anhui is worthy of recognition.
