With the advent of the information society and its continued development, education informalization becomes one of the important ways for education reform. Its development level has become an important indicator of comprehensive national strength of a country, and it is considered as a priority of national development strategy. At the same time, all countries mandate the heaviest and most widespread coverage of primary and secondary education as the basis, focus and key of national education informalization,.Education informalization of provincial capital and rural areas has attracted extensive attention, while the small and medium-sized cities between them are equally important. The author chose Baiyin city as a representative of such cities in Gansu Province, in hope of promoting sustainable and healthy development of its education informalization. The study takes the application of IT in teaching for entry, through the way of interview, observation, literature investigation, paper inquiry, inductive method, deductive method and etc, summarizing the existing problem and putting forward a series of strategies to help the city's education informalization . The thesis consists of five parts :Part One is an introduction, elaborating the research backgrounds, the reason of the theme selection, purpose, significance and methods of this study.Part Two is an outline related to the content of primary and secondary education informalization, which is very helpful to the analysis later in the thesis.In the third part, the author investigates and analyses the status of primary and secondary education informalization in Baiyin city. In this part, a lot of research has been done on the present situation of education informalization of the nine selected schools, in the way of visiting, paper inquiry, interview and other methods, summarizing the existing major problems and difficulties of the foundmental education informalization construction in this city.Part Four is an important one. The author puts forward seven countermeasures which will promote the sustainable development of education informalization in Baiyin city. They involve such aspects as change of concepts, capital investment, teacher training, school-based resources construction, IT teaching, integration of IT and curriculum, introduction of incentive mechanisms.Part Five gives a summary. Based on the complete conclusion and the assessment of the study fruits, the author points out the deficiency of the study and establishes the direction of further study in future .
