A Study On The Rural Compulsory Education Fund Expenditure And Management In Jintang County

As the most basic part of rural education system, rural compulsory education is directly related to national destiny and harmony. Also it has an overall and pilot influence in building a new socialist countryside and a harmonious socialist society. In the party’s 18 th report clearly puts forward that it should balance development of nine-year compulsory education, promote vigorously educational fair, and allocate rational education resources, especially on the rural, the poverty, and the ethnic minority areas. Obviously, it indicates that the development of the rural compulsory education has been highlighted from extensive concern of government departments and the social. Education funds are a key factor in the development of education to promote the steady development of rural compulsory education. In 2014, the education work conference putted clearly forward that it must constantly improve level of the management for low spending on the proportion of fiscal expenditure. It also pointed out the following issues that the use of education funds should tilt to rural compulsory education and improving subsidies standards about the rural compulsory education students, building a long-term effective mechanism for primary and secondary schools buildings security. Therefore, this article chose the research object about use and management on the Jintang county rural compulsory educational funds from the empirical perspective to discuss the existing problems. Then it will analyze problems on the cause of Jintang county rural compulsory education funding, thus coming up with appropriate suggestions and measures on the Jintang county rural compulsory education development.In this paper, the text is divided into five parts:The first chapter is the part of introduction. This part mainly stated the thesis research background, significance, related research review and evaluation, even related concepts and theories, the structure arrangement and the research methods.The second chapter is mainly to design the investigation of the research. Factors about funds investment, expenditure and management will affect the actual results. The actual status of the school will lead to differences on use and management of finance. The other content in this chapter also includes investigation target, region and object, method and so on.The third chapter is mainly to fulfill the visiting survey on the Jintang county in sichuan province, using the method of descriptive statistics, to analyze problems on the Jintang county rural compulsory education.The fourth chapter is mainly based on the analysis of the previous content, coming up with countermeasure and the suggestion on the rural compulsory education funds management. According to the actual situation of Jintang county, it adjusts measures to local conditions to promote improvement measures on Jintang county rural compulsory education funds.The fifth chapter is mainly to summarize the full text and puts forward the outlook and the shortcomings.
