Background and Object:AIDS has been one of the most important public health problems and social problems in the world. More and more people was infected by HIV and died of it. Now AIDS has been widespread in the whole world. The speed of HIV epidemic in China is rapidly rising. It was estimated that there is almost 840,000 people infected HIV, including in all 31 provinces in our country. The people infected HIV is mainly peasants. The large migrant population from rural areas is one of the important factors influencing the prevalence of AIDS. It was estimated that there is almost 120,000,000 migrant populations in our country. Younger mobile people are more vulnerable to HIV due to particular risk factors such as age, education level, career, income, long time separating from their spouse and poor living conditions. Before the effective vaccine for AIDS are explored successfully, health education, especially community-based health education will become the "substitute" of vaccines to reduce the probabilities of HIV infection in population at high risk. It has been proved in many countries. So it is vital to study the high risk behaviors about HIV/AIDS among mobile people for drafting China's health policy targeting at HIV/AIDS.
