Such an authorial structure is incapable of producing a workable and effective mechanism of balancing authorities. In many a case, leaders and cadres viewed authority as an access to increase of their own profits, and infringe the rights of the mass, ignorant of laws. But a great number of people hold innocently that the dark sides hiding in authorities can be removed through educating.
