This paper derives from the question of the relation of the Pre-Qin circumstance and human nature. On the foundation of the study 'what is human nature? ', this paper stresses on the question of the debates whether human nature is constant or changeable. There are four chapters which are interrelated and also independent. The first chapter studies the statements in Pre-Qin of the impact of social circumstance on human nature. The second chapter analyzes the semantics of human nature, the relation of heart and nature, the relation of nature and sensation. The 'corruption of the mandate of Heaven' rests on the transformation of the 'nature' into 'human nature'. I will give my review. The third chapter stresses on the impact of the social circumstance which include tradition, culture, institution, cultivation on the nature of the human being. The human being does not just response to social circumstance passively, rather than change the circumstance positively. The last chapter deliberates the debates whether the nature of the human being is constant or changeable. Through the aim and cognitive foundation of the opposite viewpoints, I analyze the reasons of the debates from the horizon of the Tao of ruling a country and the cognition.
