Open Educational Resource (OER) and its practice are emerging as a growing international phenomenon. It is one kind of strategic measure towards Educational innovation and application of ICT in University's teaching in High Education. MIT OCW (MIT OpenCourseWare) and NPWDEC (National Program of Web-Delivery for Elaborate Courses) are representative pioneers in this practical area. As systemic approaching of large scale OER practice, program planning, technical scheme, management, construction pipeline, evaluation, successful experiences and facing challenges are worthwhile research questions.This dissertation's subject is actuality, challenge, countermeasures of Open and Sharing of Online resources from China National Elaborate Courses in High Education. The core research question is feedback of NPWDEC program in Beijing district and running of online elaborate courses for the public. The research methods are literature review questionnaire investigation and personal interview. The author design AAIU survey model, which is short for Accesss, Application, Impact and Updating. According to AAIU model, written and online questionnaire, outlines of interview are developed. After seven months of implementing, the investigation is completed.Actuality, experiences and challenges are revealed, countermeasures are proposed. As the first medium-term provincial level evaluation of the whole National Program of Web-Delivery for Elaborate Courses,which is planned by Council of High Edecation in BeiJing, held by institute of Distance Education from Capital Normal University, the author is responsible for the whole program, guided by mentor Professor XingFu Ding. This practical research and its tools, methods are good guide for NPWDEC's further development.The conclusions are as follows:( 1 ) Open Educational Pesource and its practice is one kind of educational innovation, characterized by the ideal of open and sharing of web-based high quality and well-structured academic resources, large scale development and large scale application with scale benefit. It is a new model of open and sharing of knowledge, which is large scale, standardized, economic and reproductive. It can be used for reference for traditional university and distance education institutes.
