With the constant promotion of the macro-scopical reform of higher education management system in our country, the focal point of the reform is turned to the micro-scopical management system reform of the university, which is taking teaching management system as important content. Through the reform of more than 20 years, teaching management system has been improved and optimized, but there are many questions as teaching institutional framework made such as the department, centralization of state power in management mode and management system and operating mechanism characterized by plan of lacking flexibility. The teaching management system reform is a comprehensive reform, where on earth is its breach? The credit system, as a teaching management system, has been introduced into our country for nearly 100 years . We would pay close attention to the " chain reaction " that the credit system reform brings rather than the credit system reform itself. So implementing the credit system can advance the reform of present teaching management system effectively. This is determined by relation between the credit system and teaching management system, namely: The benign operation of the credit system requires to reform the present teaching management system; Meanwhile, the credit system's function has offered the concrete way and thinking for further reform of the teaching management system at present. We can find out necessity of reforming the teaching management from contradiction and conflict between the credit system and presently teaching of management system. The current teaching mechanism of management organization relies mainly on managing in the administration ,which conflicts with the key idea of the credit system —the academic freedom; Presently too strict teaching management rules and regulations conflicts with the essential characteristic of the credit system —the elasticity ; Present manage operating mechanism is still taking plan as leading factor, which conflicts with that of the credit system that allocates the teaching resources of the university basing on course, reflecting the mode of operation taking market mechanism as leading factor. The main function of the credit system makes course as the foundation of right dividing and resource distribution. That is to say the credit system has broken the traditional unified " planned " fundamentally, make the market mechanism play a leading role in disposing resources and establishing the right rule. And the core of the system reform lies in the adjustment of the relation between various kinds of power. Thus the implementation of the credit system has promoted the establishment scientific and democratic management idea in managing university's teaching .At the same time, it has also offered the concrete way to organize the reasonable construction of teaching, the formulation of teaching management operated with the market mechanism and making the elastical teaching management rules and regulations.
