The Ministry of Education has appeared "the Ordinary High school Curriculum Plan (Experiment)"in 2003. It symbolized the elementary education reform entered a new stage. That is advancing the compulsory education curriculum reforms, while comprehensively beginning the curriculum reform experiment in the ordinary high school. Reforming traditional curriculum management model which make all people study similar knowledge in the fixed time, achieve the identical standard, and practicing the credit system which is a kind of new curriculum management model, are an important breakthrough for the high school new curriculum reforms. Practicing the credit system not only is helpful in realizing the students' all-round development moreover can meet the students' different development need and realize students' individuality development. In fact, the credit system is not the new things in our country. As early as in 20th century 20, 30's, some middle schools have tried out the credit system. However the condition was not mature at that time, so they were not able to stick out. Now the new curriculum management model also meets some sorts of questions, so some people has had the suspicion whether the credit system suites for our country, even some people proposed must cancel the credit system, restores the academic year system..However, the author think it is necessity to implement the credit system in our country, because the Chinese economy and the social development summon the high school to implement the credit system; abolish the disadvantages of traditional model in high school need implement the credit system; carry out quality education depends on implement the credit system. With the development of economic, society and culture, implementing the credit system has the requirements. It includes the material guarantee is increasingly full, the external environment is loose day after day and the interior condition in education system is also mature day after day. All these have provided the conditions for the credit system implementation.Regarding the problems and confusions in promoting the credit system in the nationwide scale and trying out it in experimental area, the author think it must analysis the reason why they appear and actively treat it. Concrete including: increase educational input and provide the material safeguard for the credit system implementation; reform the special teacher training system and improve the quality of teachers; establish the legal status of the credit system and Cancel the academic proficiency test in high schools; Establish and perfect the necessary systems for the credit system; use the Entrance Examination Reform to actively guide and promote the credit system. As long as we can face the question positively, combine the national conditions and steady progress, the credit system can takes root germination in china.The goal and the significance of the research are: provide the theory basis for curriculum reform by studying the credit system carrying out in ordinary High school and give some countermeasures to get over the problems and puzzles which appear in curriculum reform. Research methods include: Literature research method and interview method.
