Human resource is divided into narrow and broad meaning. The broad human resource refers to the normal persons, and the narrow one indicates the productivity and serving power. To some extent, the exploitation and management of human resource is to actualize this potentiality .The extent to this actuality depends on the degree of its exploitation, use and management. Hence, whatever the organization, it must improve the degree if it wants to develop. Moreover, with the development of time and society, this will become more obvious.The university P.E education is no exception. The degree of exploitation and management of human resource determines the development of PE education system. We should bear it in mind that this degree is quite below normal and there is much to be desired. For instance, there remains 'Employment', 'Education Training', 'Beneficial Payment', 'Flow of Intelligence', 'Examination and Evaluation', 'Competitive Job' etc. It is no question that all these rely on the scientific and effective administrative system. However, the exploitation and management of P.E education human resource in many universities is not perfect. It lacks the necessary study especially that of exploitation and management in P.E education human resource. Thus the discussion of the present situation about the exploitation and management of the human resource in university P.E education of the study of its operation style is significant both practically and theoretically.The thesis is a combination methods of bibliography, questionnaire,-~specialist talk, data summation and system analysis model. Here are some conclusions:1 The investigation about the present situation of the exploitation and management in university of P.E education of human resource shows: we emphasize management but neglect the exploitation; the structure of human resource is irrational; the potential of the executive and the enthusiasm haven't been fully developed; the education level is low; the expense of the human resource is high; it is in low level of the share of human resource; the flow of trained personnel is irrational; the human resource is unsteady.2 There are some essential problems in the exploitation and administration system in university P.E education. They are: the employment regulation is unreasonable; the system of survival the fittest is not perfect; the education and training of the employee are not normative; the rational flow of trained personnel is inefficient.3 According to the problems the exploitation and administration theory of integrated utilization human resource present Nnstruction 4 System 7" style: decision system; execution system; supervision system; reflection system; human resource expense style; share style; survival the fittest style and so on.. On theory the operation system can basically exploits and management the human resource in university P.E education.4 The exploitation and administration of human resource in university PE education operate separately in general and in details. Each system has its own means of obtaining its own aim.5 The decision system determines the benign operation; the executive system carries out the instructions precisely and is the nucleus of whole system; supervision system completely carries out the supervisory function that is the precondition in the whole system; the reflection system reflects the information that assures the precision of the system.6 The realization of the exploitation and management of human resource in university PE education is determined by the following seven style:(l)the regulation construction of employment ;(2)the compete employment system of survival the fittest; (3)carrying out the justified and open examination on university and department ;(4)the sub-system of the education and training of the employees;(5)stimulating the using of the subsystem;(6)improve the position and income of the PE education42staff;(7)the sub-system of accompanying the market dis...
