Education fairness is the foundation of social justice, which has always been the pursuit of human society. The current situation of "difficult to enter in kindergarten" and "expensive to enter in kindergarten" in preschool education,makes pre-school education popularization, education fairness realization, and pre-school education public service system construction very important. Therefore, policies on the pre-school education have been formulated and launched in our nation to develop an intensive universally beneficial kindergartens construction. Certain achievements have been obtained, but many problems has also arose at the same time. This paper seeks to reveal the problems in the course of kindergarten construction on the basis of understanding the current situation of it and analyzing some related polices and comes up with targeted recommendations combined with relevant theories. This research takes the universally beneficial kindergartens construction in Chongqing as an example, adopts the self created outline to interview the head of government, who are responsible for universally beneficial kindergartens construction in Chongqing and some kindergarten leaders.This thesis includes six parts:First part is the introduction of research background, significance of the research and literature review. The second part includes the research design and the theory foundation of the research. The third one is an analysis of policies on education quality, education fees, teachers and system polices in universally beneficial kindergartens. The forth one is to understand universally beneficial kindergartens construction situation in Chongqing, through aspects of interviews and relevant information; quality and funds input; teachers and management. The fifth part is to analyze problems existing in the process of kindergarten construction Chongqing, combined with policies.The last part is to give some suggestions combined with the reality and related experience. Namely, to perfect universally beneficial kindergartens policies and laws, and establish detailed and operable universally beneficial kindergartens qualification standards; to realize popularization and fairness and pay attention to quality connotation construction in universally beneficial kindergartens; to formulate scientific and reasonable charges and allowances based on investigations and researches; to formulate training programs of universally beneficial kindergartens teacher; to deepen relevant personnels’ understanding of the universally beneficial kindergartens construction by specializing agencies and specialist to take responsible for the management.
