Summary:Educational equity is the foundation of social equity and the common pursuit of the goal of the whole society. Most of the existing research on educational equity focused on primary education, secondary education, since the implementation of nine-year compulsory education, the construction of the effectiveness of primary and secondary education inclusive of significant enrollment rate improved, teaching quality has been improved. But universally beneficial kindergartens has been in the construction of pre-window period, in the case of fully advocate the development of education, why inclusive preschool education not been developed? What is needed for universally beneficial kindergartens widely established? What obstacles to the development of universally beneficial kindergartens is? How to break through these barriers and promote broad-establish and long-term development of universally beneficial kindergartens?This paper relies on the theory of education equity research, using text analysis and policy research interviews inclusive preschool construction, inclusive nursery Current Situation, Problem and Solution Mechanism. Furthermore, since the development between regions of different economic, political and cultural, so that the development of regional universally beneficial kindergartens are also different. Based on these differences, I chose part of the inclusive kindergartens NH area for the survey, in-depth research on the basis of the status quo NH area summed inclusive nursery building: Protecting children’s education equality, strengthening the joint development of education, the promotion of education Administer and explore mechanisms to reduce costs and improve the economic level of teachers and enhance the "Help Garden" building level. On this basis, further analysis of the development bottleneck inclusive kindergarten:one related policies are not specific, the lack of oversight mechanisms, is difficult to reflect the Education Fairness from the institutional level; the second is charging standards are not uniform, it is difficult to ensure that everyone enjoys equal access right to education; the third is lagging behind pre-school teachers, it is difficult to ensure equal opportunities and educational results relative success in education.For universally beneficial kindergartens running problems, we propose some solutions strategy. First, the Education Fairness from the institutional level, improve relevant laws and policies to strengthen the administration and establish、improve the quality supervision system and evaluation mechanisms; the second is to ensure that everyone has an equal right to education and opportunities, need to standardize inclusive nursery fees, research and development of relief and relief programs and policies to increase financial input; third is to use a variety of measures to strengthen the teaching staff.
