Preprimary education is the beginning of lifelong learning, is an important part ofnational education system, it is also an important social public welfare undertaking. Sincethe Chinese economic reform, especially the new century, the preprimary education of ourcountry have made a substantial progress, the popularity is also improved generally. Butoverall, preprimary education is still the weak link of every types and levels of education,the main performance is the shortage resources and inadequate investment of education,the distemperedness of persons qualified to teach, the faultiness of system and mechanism,the unbalanced development between urban、rural and regional, the problem of “difficult togo to the kindergarten”、“costly of the kindergarten’s schooling” is prominent increasinglyin some places. Making a good job of preprimary education, involve the healthy growth ofmillions of children, the vital interests of thousands of households, the future of nationaland nationality. The “generally beneficial kindergarten” is a new concept, it is mainlyrefers to the kindergartens which are face to the public, charge for lower schooling, thequality of child welfare and education can be guaranteed, it has the characteristics of fair,public and preferential. As the problem of “difficult to go to the kindergarten”、“costly ofthe kindergarten’s schooling” is becoming more and more attentive by society, thegenerally beneficial kindergarten began to enter the public visual field. At the same time,the structure of the generally beneficial kindergarten has become the important act of ournation and party to solve the problem of “difficult to go to the kindergarten”、“costly ofthe kindergarten’s schooling”. In the construction system of generally beneficialkindergarten, the construction of learning environment is an important link, the learningenvironment has directly effects on children’s learning and development. A favourablelearning environment is propitious to the children’s cognition development, emotionaldevelopment and creativity development. In that way, how to develop the generallybeneficial kindergarten and to strengthen the learning environment of the generallybeneficial kindergarten at the same time becomes a very important subject of teaching staff.Therefore, this research takes the generally beneficial kindergarten as the breakthrough point, take the construction of learning environment as the core content, take the generallybeneficial kindergartens in Shenyang as the research object, is based on the analysis for theconstruction of learning environment and in-depth analysis the problem of it, base onthe work above all to explore the tactics of the development of generally beneficialkindergarten and ways to construct it’s learning environment, in order to promote thedevelopment of our nation’s preprimary education career.
