Value Analysis On Financial Policy Of Local Education

Since 2001s, New administrative system of educational finance that centers counties has realized in China in fundamental education. Local authorities of education have more power and responsibility. As the basis and guarantee which help the local authorities of education to carry out the educational objectives, financial policy of local education is very important. Value,such as equality,is the theoretical basis of financial policy of local education , it is meaningful to study the value of financial policy of local education.This thesis mainly analyzes the financial policy of local education on the perspective of the value. Firstly, the researcher interprets the meanings of the value and the policy of local education, on this basis, we put forward content of value of financial policy of local education, then taking the policy of fundamental education in Suzhou, we explain the represent of value of the policy of local education in Suzhou, and we explain the factors which restrict the financial policy of local education in Suzhou persuiting the common value, finally, according to the present problems, we give some suggestions so that financial policy of local education can incarnate the common value.
