Being a new training mode, school-based in -servicetraining of primary school and high school teachers is raised as a review consequence of the concentrated training, and more, school-based in -servicetraining is not only a reform result of the education management system and fundamental education course, but also a deep development result of primary school and high school teachers' further education. In this article, an analysis and summary is made based on the current School-based in -servicetraining situation of primary schools and high schools in Saihan district, Huhhot. Teachers have felt directly the function and value of School-based in -servicetraining, they are experiencing changes and effects from School-based in -servicetraining. But, some problems are also exposed, that's some presidents do not completely comprehend the essentiality of School-based in -servicetraining; lacking of the guidance of policy and mechanism is a major obstacle of implement of School-based in -servicetraining; school-based in -servicetraining is treated as a short-period behavior; ignoring the teachers specialization development; it is hard to implement the School-based in -servicetraining in country; lacking of effective assessing methods of School-based in -servicetraining. Based on the requirement of teachers' further education and the practical situation of schools in Saihan, it is quite necessary to explore the best way ofSchool-based in -servicetraining and improve the quality and the level of School-based in -servicetraining. The presidents and teachers should improve the understanding to School-based in -servicetraining's importance and pay more attention to the School-based in -servicetraining; define the different functions between the educational administration and school management; strengthen the management of School-based in -servicetraining, exert the function and superiority of the School-based in -servicetraining sufficiently; enhance the School-based in -servicetraining's foundation; establish the content of School-based in -servicetraining according to the diversity requests and improve the pertinency of School-based in -servicetraining; set up School-based in -servicetraining's forms according to practical situation of school; improve the quality of School-based in -servicetraining; establish and consummate the mechanism of supervise and evaluation to form the restrict mechanism; build consummate the open system of School-based in -servicetraining and promote the quality of School-based in -servicetraining; by strengthening the support to primary school and high school teachers' School-based in -servicetraining, we can promote the development of teachers' further education.
