In the research, firstly, the quantity status quo of the elementary education has been compared with the set target concemed in its education development of the Inner Mongolia Autonomous Region, and the more detailed analyses and investigation have been made. It's been found out that the quality of "the tenth five-year plan" education program is too poor to work as well as it is expected. Therefore, on the basis of the current standard,the quantity status quo of elementary education in the Region has been analyzed.The following results have been found out:the current situation of the elementary education isn't optimistic,teachers in primary schools and middle schools are seriously over-staffed,but under-staffed problems in structure and region exisn too;there is serious shortage of teachers in the present senior middle schools,and it will become more serious as the situation continues;the ordinary and the profssional education are seriously out of balance;the teachers have been basically qualified in their educational background,but "they don't teach what they've learned,and use what they've learned",if required by the new standard of courses, the gap is even much greater.Secondly, slightly low training level, poorer conditions for running schools in contrast with those of other ordinary colleges or universities, but the fact that the officiency of running schools isn't so low as that of colleges and universities have been found after analyzing the status quo of the education in teachers colleges and schools. Although there is a great actual demand for the elementary education, the situation of obtaining employment for graduates from normal colleges and universities is still undesirable.Thirdly, the development tendency of various kinds of schools of the elementary education (2003---2010)has been predicted and the future demand for teachers in the Region has been estimated.Fourthly, as far the existing problems are concerned, six aims concerning the "the eleventh five-year plan"educational program are definitely stated. Guided by the aims,some suggestions about how to strengthen the construction of the elementary education teaching staff are made.
