The New Course Standard of Fine Art has pointed out the direction for the reform of art education and development in the new century. Thus, we should do better in cooperating with the school to actualize"Go For It"in order to create various teaching methods that match the children's mental and physical characteristics in their art education.The education mode under the culture background is not only to make children to be the passive acceptors in traditional art teaching but to be the active participators in the process of gaining their own art knowledge through their spontaneous study. Children will mater the skills of art course not by the traditional feeding but from the area of culture though a series of mental activities such as thinking and sublimation. The aim of art teaching is to reach the goal of psychological migration through permeability of culture but not the traditional discipline so called"proceed in an orderly way and step by step".In the concrete teaching practice, teachers should interact positively with students and make progress with them while well build up the relationship between imparting knowledge and training the study to students. Furthermore, the teachers should try to train students'independence and lead them to query, investigation and study in practice and then spur students to study voluntarily and individually under the guidance of teachers. In addition, teachers should make efforts to create education environment and certain culture scene through modern multimedia classroom. By the understanding of culture, history and social functions of art, students can gain fully development based on the right cultural values and human spirits. In other words, fine arteducation involves the comprehensive practice activity that covers many subjects.The paper explains how to structure the children's fine art teaching under culture background in five aspects:1. the goal of teaching mode;2. the form of course in teaching;3. links in teaching;4. the impact on students by cultural fragment in creating and the analysis of the course;5. the mode characteristics of teaching in the form of cultural background;6. how to change the teacher's role under the mode.
