China's modern universities are worried about the internal and external problems of the nation.National salvation,cultural reconstruction and personnel training are irreplaceable historical missions.Therefore,they maintain close ties with the state,society and government.As the “Capital Highest Institute” built by the Kuomintang government,the Central University is deeply involved in national construction and academic development.This study puts the Central University under the background of fourteen years of anti-Japanese war,and investigates and analyzes the relationship between the central university and the government in this special historical period.Through historical investigation and academic analysis,this study draws the following conclusions: First,the relationship between the central university and the government during the Anti-Japanese War manifested in two forms: cooperation and conflict.The combination of government demand and the concept of central university management during the Anti-Japanese War was the basis of government-study cooperation.The Central University closely links the government's national defense,economic,and people's livelihood construction needs in the development of industry,agriculture,and medicine.The “New Nationalities” scholars actively serve the government's anti-war strategy of building the country through academic inquiry.Make the relationship between the government and the university closer.Although there are consensus and cooperation between the schools,there are also contradictions and conflicts.There are conflicts between political factors and academic standards in personnel matters;there are conflicts between the government's insufficient funds and the inability to meet the needs of school development and teachers and students;in management,there is a conflict between the government's control of the student movement and the students' self-government.Despite the conflicts between government and government,cooperation is greater than conflict is the main theme of the relationship between the central university and the government during the War of Resistance.Second,the factors influencing the relationship between the central university and the government during the Anti-Japanese War were multifaceted.The background and historical factors at the social level are fundamental factors.The government-level factors play a decisive role,in which the government will be the core,and the allocation of funds,education policies,and personnel arrangements are concrete manifestations of the will of the government.School-level factors have different roles.In the relationship between government and school,the principals are mostly balanced,while teachers and students are mostly protesters.Third,the relationship between the Central University and the government during the Anti-Japanese War was essentially the cooperation and conflict between academic and political,knowledge and power.The characteristics of the relationship between the central university and the government during the Anti-Japanese War period were manifested in two aspects.The relationship between the university and the government was in a dynamic balance,and the relationship between the two provinces did not form institutional constraints.Fourth,by examining the history of the relationship between the central university and the government during the Anti-Japanese War,the following revelations can be obtained: follow the logic of the university,maintain the balance of the relationship between the government and the government;establish a teacher-student supervision organization to ensure the transparency of the relationship between the government and the university;improve the modern university system,and clarify the government Relationship boundary.
