"Nine-year persistent system" is a kind of schooling model in which nine-year compulsory education is persistent, systemic and unitary. With the carrying out of this system, the students of sixth grade don't have to take part in the sixth grade exam which is adopted all over China. The advantages lie in the following areas: the systematic education, full use of teaching resources, wonderful connection of primary and middle school, brilliant bringing up of talented students, flexible deployment of teachers.But "Nine-year persistent system" also faces lots of difficulties during the development. First, there are no matching policies made by educational department to evaluate the nine-year schools. Some nine-year schools are not sure how to implement the nine-year persistent system. Some of the actions are short-sighted. Second, the students for the Junior schools are not stable, and good students are likely to move to other quality schools. As a result, the nine-year education practice can't be carried out easily. Third, it is difficult to connect primary and junior school easily, so some of the teaching and studying are repeated and wasted. Fourth, teachers can't go to different stages easily, and how to evaluate the teachers between two stages is difficult and the management is not easy.There are many reasons for the problems above. The direct reasons include: Junior School entrance exam destroys the persistency of the compulsory education; the supervision of the educational department is not efficient; Nine-year schools adopt the traditional management models; The training of the principals is not available. The inner reason is that educational department still focuses on the elite education, and don't understand the equal principle and equal education. That leads to the lack of matching policies.
