With the continuous expansion of the scale, higher education has completed a successful transition from the education of elite to popular. The next challenge our country facing is more complex and severe. Improving the quality of higher education has become the focus of the whole society and strengthening our higher education has become the future development of its strategic objectives. Now it has rearched the time for us to strengthen our country's higher education with good foundation and basic conditions. With learning those experiences of university development in developed countries, we can improve and perfect the internal management system at the core of the quality of personnel training and foster innovative high-quality personnel, which adapting our national conditions.This paper is based on the background of a strong country through higher education, from the perspective of enhancing the quality of higher education, using new institutional economics theory of knowledge, expert interviews, practical examples study, comparative analysis and other methods to analyze the reality and the current internal management of the university models, which are not suited to influence factors about improving the quality of higher education, to reform the existing system of internal governance and to explore the path to be a strong country through higher education."Quality" can be understood from three levels of the macro, meso and micro, respectively the quality of country's higher education system, institutions of higher education and personnel training. The focus of this paper is the micro level of higher education's quality, which is the quality of personnel training. It is decided by teaching, scientific research and social work. This thesis consists of four parts: The first part analyses the researching background and significance of the topic,and summarizs the present status of relavant researching projects. The second part is the analysis of the internal logic of the relationship between the internal management system in universities and quality of higher education; Based on the new institutional economics theory of knowledge, from the system of property rights in universities, transaction costs and the commissioned-agent System,seeks for their internal links. The third part is from the theoretical and practical aspects, examining the current university system itself, the lack of internal management and operation of the realistic obstacles,as well as the analysis of five-time winners in teaching interior organizations of universities and the ranking system of examples study,tries to find the the origion of current educational administration, institutional complexity and evaluation indicators. In the fourth part, it successes the main of innovative elements based on the internal logic and practical study, the innovative system of internal governance proposals and establishing an autonomous core of the governance system, a free academic management system and a quality-oriented evaluation system.
