The Study On The Counter-Policies Of Further Education In Our Country's Central Cities

At present, the economic competition is actually the competition of human talents. The further education is the main way to develop human resources, which aims at making the ones that accept further education, gain the knowledge and ability which are required by present and future work. Therefore, the further education is playing an important role in contributing human resources and talent-supporting in the economic development all over the world. It is very important and meaningful for developing our country's further education and accelerating to realize the well-fixed society to realize the further education's scientific connotation, master the features and functions of the further education. At present, as for the further education, it is still immature. It is still needed to be studied on the definition and developing trend of the further education. The further education's level in central cities can represent the further education's level in the area that the central cities lie in a certain degree. This paper aims at studying the developing features of the further education in the central cities domestically and abroad, and giving some counter-suggestions on the basis of the empirical study on the present situation of Harbin's further education after the survey.This paper firstly introduces the concept of the relevant further education domestically and abroad, and particular expand on the theory foundation of setting the concept of further education. Then it uses the comparative analysis towards the characteristic of central cities further education domestically and abroad, and points out the kind of reference highlights that the overseas study give towards us and the shortage in the current development of our country. Base on the comparative analysis, take the city of Harbin for example, we investigate the present situation. Through the study towards the industrial structure and human capital in the development of recent years of Harbin, we know that we are in need of ten lens, and analysis the present situation of Harbin further education from three aspects like enterprise further education, institution further education, and community further education.
