Thirty years of Reform and opening up, not only China has achieve the goal of the "two basics" on schedule, but also both the urban and rural children enjoy free compulsory education at the beginning of autumn of 2008. These facts shows that the cause of China's education has made remarkable development without exception. However, at the same time of seeing the results, we should clearly recognize the problem exists, it is that the scarcity of high-quality educational resources can not meet the growing educational needs of the public, that the phenomenon of the large classes of the middle city has become a primary constraint that is a bottleneck of based-Education Development in the middle city.Class sizes of primary school of Nanyang City in Henan Province have been studied for the case in this paper.First of all, this paper analysis datas by deading from the two dimensions of vertical and horizontal departure. The results showed that the index of the amount of Nanyang urban primary large classes was significantly higher than the index of the amount of the national urban primary large classes, and has shown a slow upward trend, and reached 79.87% in the highest index year of the amount of large classes (2007).Larger class sizes affect the classroom environment, including the classroom physical environment, physical environment, social environment and so on; impact the implementation of the new curriculum reform, including setting teaching goal, the change of learning methords, the depth and breadth of curriculum and so on.; impact education equity, including the organization of classroom space, care degree and expectations of teachers to students ect.Next, this paper analysis the reason of the formation of "large-class" from three levels.The macro level, including a relative shortage of national inputs, disproportion of regional educational development; and the implementation of the national farmer-friendly policy. Meso-level, including the deletion of public education functions of local governments; school development and urban development are not synchronized. Micro-level, including consumer demand for high-quality educational resources; the selective flow of teachers and students slow down the pace of transformation of weak school.Finally, the paper tries to put out defuse strategy of the "large-class" and class size of primary school of Nanyang city in the future.Resolving strategies of "large-class" include of increasing investment in education, promoting the coordinated development of regional education; the implementation of different educational equity, such as the planning and construction of school of migrant worker's children in urban-rural region, increase funds policy for school weak, and promote private school's developmentetc.; to explore effective ways of education of'large-class ", such as optimizing teaching methods of teacher, learning methods of student and so on.The future direction of class size of Nanyang City elementary school. By comprehensive analysis, it is concluded that the amount of the phenomenon of large classes of Nanyang city schools will not be much change in the short term, increases of school-age population and the slow rate of growth of the number of classes and schools should be a principal contradiction. However, as economic development, advancement of technology, speed up the construction of primary and secondary schools, and the gradual transformation of the weak primary schools, it will be alleviated somewhat in decade later.
