| In recent years, the number of China's juvenile delinquency cases in the center of city is increasing, and there are some regularity in the subject, object, and behavior of the crime. Juvenile delinquency not only jeopardizes the young group, but also directly do harm to the whole society, pollute the atmosphere of the society, infect, corrode and poison other teenagers Therefore, it is urgent and an arduous historical task to strengthening the study of juvenile delinquency and explore a way to prevent and reduce juvenile delinquency. Though there are a lot comment compared with the general juvenile crimes, the causes of the juvenile delinquency in the center city area are unique because of its special geographical region and place, such as the high speed development of economy of the city center area, the influx of foreign urban floating population in social security threatening the control of the enormous city center area, impact of the special cultural environment on the teenagers. Facing such severe challenges, how should government and society face the problem? But in the prevention and control system of juvenile crime of the city center area, what role should local government and functional departments play? How to maximize the effect of social control and community correction system? These are the problems to be solved. In view of this, the author using the internship opportunities in the Shenzhen court did some rough statistics, research and analysis of the teenager crime within Zhengzhou Railway Station and surrounding areas. Combining with the criminology and knowledge of sociology, based on analysis of the current situation of the city center area juvenile crime, the author studied on the deep causes of the city center area juvenile delinquency. More over, the author puts forward to do several attempts to provide prevention and control measures in practice to the city center area pertinently teenagers crime, in order to help improve the juvenile delinquency prevention and control system. Besides the preface, conclusion and postscript, this article is divided into four parts:First part of paper summarizes the juvenile delinquency, in which the paper describes details of the concept of juvenile delinquency including ages and actions confine from the criminal law angle. For instance, juvenile delinquency means antisocial or criminal behaviors by youths between fourteen and twenty-five who are not necessary take criminal responsibilities for those actions. Besides above statement, this part also talks about the necessity as well as significance of studying juvenile delinquency. On one hand, it will be easy to figure out the new trends and traits by analyzing the first hand sources got from researching the juvenile delinquency. On the other hand, it also helps to expose loopholes of laws, therefore, government is able to amend or establish more efficient measures or laws for keeping juvenile delinquency rate at a lower level. In a word, learning juvenile delinquency is useful for understanding our whole nation's criminal situation and also helpful for maintaining China's economic as well as social sustainable, stable, healthy and harmonious development.The second part lists the representative of the city center region such as Zhengzhou Railway Station, and also the status quo and data on juvenile crime in its surrounding areas. The data includes criminal profiles, criminal case details, and so on. According to analyze the data, it is not hard to find out the new juvenile crimes tendencies. One is about the criminal themselves. For example, floating population is becoming the main group of criminals; criminals are tending to be younger; female criminal ratio gradually goes up; and etc. Another trend refers to criminal behaviors such as crime related to property is the major part of juvenile delinquency, sexual crime happens more and more frequently in recent years, number of violent crime declines, regional gangs influenced by adult criminals are more likely to commit crimes, criminal behaviors are more adult. The third one is about criminal motivation. As it stated in the paper, criminals are tend to be more emotional and blindness. Based on the analysis in the second part, the third part turns to study reasons why young people in central region of the city commit crimes, which consists of four main factors. First of all, youths'physical and mental development plays an important role in committing crimes, such as the emergency of self-consciousness, remarkably enhanced sense of independence, and the increase of curiosity. The second factor refers to the economic situation. High developed market economy influences young people from different aspects. Many of them neglect the law and cause severe consequences in order to pursue materialism. The next factor is culture. Nowadays, pornographic and pulp culture is everywhere, which brings bad impacts on young people's daily lives and values. Society turns to be the forth factor related to juvenile delinquency. Last but not the least, current laws are not efficiently and practically performed to prevent young people from committing crimes. So many loopholes exist that laws cannot be complied with for hearing juvenile crime cases.Last part of the paper, the writer lists several precautionary measurements to prevent juvenile delinquency, which include intellective cultivation and other instructions as well, such as enhancing moral education and psychological instruction. Above that, building a healthier environment for young people can be one way to keep them from committing crimes. Along with that, current laws could be amended and perfected to be more reliable, practical, and efficient. Furthermore, independent law systems focusing on juvenile delinquency should be established, so that such cases can be dealt with more scientific and reasonable. Finally, build the social precautionary and controllable system in central part of city through increasing inputs, severely performing supervision obligations, founding community rectification system.
