This paper mainly aims to design more reasonable motivation mechanism in university for the deficiency of university faculty' motivation and character of university faculty' organization, to improve faculty' positivity through outside rewards and punishment system, and to maximize target between the university and the faculty.This paper put forward four factors, including the Leading management, Merit system, Salary system and Promoting system, influence the positivity mostly, on base of mechanism design theory in Information Economics, Organization design theory in Management and motivation theory in Psychology. What is more, the biggest difference resulted from the different titles in the faculty' positivity. So, the rational incentive mechanism should design the different content for the teachers with different titles.The investigation in this paper also showed that balancing the relationship among the high administration, low administration and academic power to accredit the free space to teachers thoroughly, that introducing creative contract or self-help merit and salary plan to change the one using the title of academic post, and that paying attention on the incentive and supervise on the teachers with higher title, broading the limitation of quota and increasing the promotion standard with the Go or Out regulation. Additively, the attaching system for incentive mechanism also should be seriously considered.
