The information technology, basing on the computer and the network technology, is the most extensively influential technology nowadays and makes deep effects on the social economy and the structure of life. Elementary education is the great course which relates to the destiny of the Chinese nation. Using information technology to stimulate the modernization of education has become the only way of achieving a leapfrog development of elementary education. Our country attaches great importance to information technology education and we are strongly advocated the integration of information technology and the curriculum﹙IITC﹚both in policy and practice. IITC has come a few years time from the initial start-up development in our country. But taking a review of its developing course and the current situation, we find that IITC is facing the embarrassing situation. Schools, teachers, and students have begun to doubt the value of it. The path of IITC appears bumpiness and frustration. The reason is that there is a lack of systemic knowledge about IITC in teachers and the integration of the information technology and the classroom teaching is not truly effective. At this stage, we must in-depth study of how to achieve the effectiveness of IITC. It is critical importance to change the adverse situation of current education practice, eliminate the elementary education workers'suspicion of integration and achieve the leapfrog development of elementary education. The research of this paper is to help basic education workers have a more in-depth understanding of IITC's essences and theories, and a clearer understanding of the factors which baffles the effectiveness of IITC. According to the relevant conclusions to solve the practical problems, we can truly realize the combination of information technology and the classroom teaching, at last comprehensively improve the quality of teaching. The paper adopts literature methodology, questionnaire, and conversation, etc. It in-depth analysis and explores the achievement of the effectiveness of IITC.Part I, an overview of IITC. It puts up a preliminary expatiation of the related concepts about the connotation, the objectives, the home and abroad history and the current situation of IITC. Also, it analysis the key of IITC is the effective applications of information technology in classroom teaching.
