Since the implementation of the information superhighway, the applications of information technology in education bring a powerful impetus for the development and reformation of the elementary education, which provide a new channel for promoting the applications and development of information technology in the subject teaching in the southwest district of Shandong province. The author clears up the present situation and problems during the application of information technology in the subject teaching in the southwest district of Shandong province and explores a new pathway of promoting the applications of information technology in the subject teaching in the southwest district of Shandong province. At present, Creating the high-quality teaching database and sharing mechanism and realizing the resources equilibrium configuration and coordinated development among urban and rural areas and developed region and undeveloped region is a research hotspot of the process of the elementary education.The author fulfills this research mainly through the method of questionnaire survey. the paper discusses the existing problems of the applications of information technology in the subject teaching. Based on the actual problem, The author analyzes the causes of the problems and comes up with countermeasures of solving the problems, in order to promote the further development of the applications of information technology in the subject teaching.Firstly, The author makes an sampling survey of the applications of information technology in the subject teaching in the southwest district Shandong province from multi-dimensions, which are the constructions of the hardware resources, information resource, the popularity of information technology curriculum, the ability of subject teachers teaching using information technology, the attitude of the schools and the leaders of relevant departments about the application of information technology in the subject teaching .The results of the survey shows that the existing following problems of the process of the application of information technology in the subject teaching in the elementary and secondary schools in southwest district of Shandong province: greater difference of the special computers of teachers between urban and rural, the lower rate of utilization; the less quantity of the multimedia classroom, regional differences, the lower rate; the pessimistic application of computer room in the information technology extracurricular; the inferior ability of teachers using education software; the low rate of utilization of education resource and regional differences; the weak team of information teachers; lacking of the awareness of the teachers the applications of information technology in the subject teaching.Secondly, through the analysis of the existing problems, the author thinks that there are some main reasons of the following respects of the application of information technology in the subject teaching: laggard regional economic affecting the purchasing power of the software and hardware, the low subject teachers' operating level of information technology and lacking of informatization teaching idea; subject teaching database lacking of unified planning; schools lacking of perfect relevant regulation and the low efficiency of running; related personnel's backward concepts; schools lacking of standardization, multi-level training and evaluation feedback mechanism of continuous effective and so on.Finally, Based on the foundation of lifelong education and constructivism learning theory, combined with the actual situation in the southwest district Shandong province and the problems of the application process of information technology in the subject teaching, In order to promote the deeply application and coordinated development of information technology in the subject teaching, the author puts forward concrete measures from various aspects. As the followings: increasing multi-channel funding sources and equilibrium capital; improving the usage of hardware equipment; breaking through the traditional idea of teaching and establishing informatization idea of teaching; creating high-quality education resource database and sharing mechanism and improving the utilization of education resources; enhancing teachers' application ability of information technology and strengthening teachers team constructions of information technology education; enhancing the informatization management concept of management persons and so on.
