Research On College Students Supporting Policy

With the deepening of reforming in our higher education system, the number of college students with financial difficulties has been sharply increased with the tuition system reform. This financial problem becomes the stumbling block of the development of higher education and influences the stability of universities.To help college students with financial difficulties, Series of relevant supporting policies and measures have been established by our national department. The mixed financial-aid system has come into being, which contains "national scholarship policy, national loan policy for schooling, jobs for schooling policy, subsidy for special difficulties policy, tuition lightening and exempting policy and green passage policy" . As a whole, the college students financial-aid has been achieved a lot. However, there are still some problems, which mainly include: the lack of strength of government support, the limitation of financing; defects in part of supporting system; the lack of corresponding support from outer public system. All the above problems need our further research and reform on college students supporting policy.At the last part of the thesis, the author put forward some suggestions on improving college students supporting policy. In order to solve the problem of college students with financial difficulties, the joint efforts from government, colleges and social community are required. Firstly, the government should standardize the tuition price system, increase the number of supporting fund, seek for more funding channels, supervise the proper use of fund, establish a national individual credit system, provide legal support for college students supporting policy; Secondly, the colleges should set up the standard of the cognizance of the students with financial difficulties to ensure supporting equity, improve ideological education and mental health education; Thirdly the national loan should be operated by national policy bank.
