With the rapid development of economy and technology in the world, the competition among countries has converted into the competition of science and talents., As the base of high-tech creation and elitists, the research universities had played an important role. It is the strategic requirement for the development of China, adjustment of educational structure and character and development of the subject.It is an important factor for the subject construction of research universities by training high level teachers, developing the scientific research, cultivating the graduate students, building the preponderant subject and free academia. It is the key factor for the construction of teacher team under the theory of core competition. With regard to the content of subject construction, it concentrates on the construction of scholars, the construction of subject rundle. The administrative level of the research team and the item of the research is an important way to enhance the capability of the scientific research. It is the aim of the scientific research that adding the theory to the practice, changing the basic research, practical research into the production of the scientific research. It is an important measure for developing the capability of the graduate students by cultivating the capability of the innovation, prompting the mechanism,It is the key for the adjustment of the subject structure by setting up the predominant subject,erecting the leadership of the predominant subject, dealing the predominant subject with the other subject.
