Higher education is one of the most important parts of Chinese education system. After the establishment of our country, higher education develops rapidly especially after opening and reform. Because the weak base of high education, there is still great gap between the people's need to take higher education and the higher education resources. Main part of higher education in our country is ordinary higher education; therefore the quantity and the developing mode of enrolling scale affect millions of students and their families, and is the very detailed problem that universities and administration of education have to face. Enrolling scale relates with the strategy of higher education, therefore it is the main concern of people.This thesis outlines evolution of ordinary university enrolling scale after the establishment of China. First, the influence produced by university enrolling scale is analyzed. For example, its affects on higher education supply and higher education quality. Second, social and educational factors that influence enrolling scale are analyzed qualitatively. Based on above mentioned factors, partial correlation index is used to analyze the influence on enrolling scale of different periods produced by economic developing status and high school graduates, then regression analysis including dummy variables is used to construct empirical model for the relation among enrolling scale, economic developing status, high school graduate and government policy. At the end of the thesis, it concludes that deciding university enrolling scale must comply with objective laws. At present, we should shift our concerns from increasing enrolling scale to increasing quality of education. Enrolling scale must accord with our real situation that our country is still a developing country.
