Nowadays,China's higher education has entered the popular development stage,the scale of higher education grows year by year,and the quality of higher education is also a major concern.Higher education evaluation standards are of great importance,as President Jinping Xi said at the time of Lankao inspection: only high standards,only high-quality!The evaluation standards directly determine the quality of the evaluation,and determine the evaluation whether can reflect the quality of higher education.The design,formulation and revision of the evaluation standards have been widely recognized by all countries.Higher education needs a scientific and reasonable evaluation standards to evaluate its quality,so as to supervise the development of higher education and improve the quality of higher education.However,there are some problems in the practice of higher education quality evaluation,and there is no formal and complete evaluation system of higher education quality.Higher education of America is more development in the world,and its quality assurance system is the best.This paper aims at,through the research,summarizing what is worthy to use for reference of the America higher education quality accreditation and evaluation standards which is issued by MSCHE.Combining the concrete actual conditions in China,and providing experience and the enlightenment for the shape of our country's higher education standards and evaluation work.In the part of literature review,first of all,these five core concepts are defined:"higher education ",“education quality","evaluation standards"," the MSCHE"and"accreditation".Then,it is the systematic review of "education evaluation theory","multi-subject participation pattern theory" and "the Quality View of Higher Education theory",which provides the theoretical support for the quantitative research;Finally,it is the summary of the research status for the quality accreditation and evaluation standards of American higher schools,which helps understand the research status and its trend.In the part of qualitative research,this paper briefly introduced the evolution process of America higher education quality accreditation and evaluationstandards,the accreditation institution and operation process of America higher education.This paper mainly introduced the higher education quality accreditation and evaluation in America.In the quantitative research,this paper has made the principals,directors,Administrative personnel,teachers and educational research personnel of higher school,all altogether 10 people who from Liaoning province,as to accept interview and 40 answer the questionnaire.This study used a half structured interview,questionnaire,statistics analysis and average descriptive statistics method,etc.Eventually we got to know the feedback of the test subjects about the evaluation index for primary and middle schools in the Netherlands.This study used a half structured interview,questionnaire,statistics analysis,average descriptive statistics and factor analysis method,etc.Eventually we got to know the feedback of the test subjects about the evaluation standards for higher schools in America.Based on theoretical analysis and empirical research,the inherent characteristics of standards and the degree of recognition in China is summarized.Finally,this study obtained the inspirations of the five aspects:establish the diversity evaluation standards which is Based on the national conditions;The evaluation standards should respect the students and protect the students' right to participate in the student affairs;The evaluation towards part-time teachers in Colleges and universities should also be included in the quality certification and evaluation standards;put the socialist core values into the practice in universities;the evaluation standards are applied to the combination of self-evaluation and external evaluation.
