Shanghai is facing a series of problems such as the big population, short-supplied land resources and limited space. All these problems will influence the Sustainable Development of Shanghai in the long run. The centre urban area is bearing great population pressure, while the suburbs have great potential. In order to relieve the heavy pressure caused by the big population of the centre urban area and to accelerate the harmonious development of the urban areas and suburb areas, Shanghai National Economy and Social Development Plan made a suggestion, in which new socialism suburbs should be built with reasonable distribution, solid economy strength, fine living environment, advanced humanistic quality and better democratic legal system.Population agglomeration refers to the phenomenon and the process that people of various ages, sexes and occupations are gathering together continuously in some specific area with the expectations of various economic, social, environmental or psychological effect. Such gathering of a certain number with a proper structure will greatly promote the development of the area and the rise of its competition ability, therefore, its civilization and modernization can also be accelerated.With a case study of Jinshan District, the article has analyzed the approach, economy effect, dynamic mechanism and thinking on the control of the population agglomeration in Shanghai Outer Suburbs. The article is divided into five chapters. The first chapter mainly set forth the background information of relative theories. In the second chapter, the writer made studies on the approach, model and economy effect of the population agglomeration in outer suburbs. The dynamic mechanism was discussed in the third chapter. The fourth chapters analyzed the features of the population distribution and changes in Jinshan District and the problem appeared during the process. The fifth chapters put forward some thinking on the control of population agglomeration. In the last chapter, the writer made conclusion and pointed out some problems that are worthy of further studies.Main conclusions of the article are:1 The population agglomeration in Shanghai outer suburbsincorporated as the spread of population from the central urban area and ingoing population from other provinces. The former is the function of the city population irradiation and the anti-magnetic theory, and the latter is the major source of the population agglomeration in outer suburbs.2 The driving force of population agglomeration is constantly developing economy. Only by the development of its economy, Suburban areas can attract population and realize the sustainable development.3 The population distribution in Jinshan District has been scattered for a long time. The population scale in both the new town and other towns are small, the space transfer also lagged behind. The population in Jinshan District appears a trend of even-rization, which is just opposite with the population agglomeration.4 Jinshan District should accelerate the project of constructing new towns and centre villages and consolidate their stability and authority. Relative regulation mechanism should be built and sounded; every measure should be put into effect. In this way, it can form a system to attract population agglomeration. The development of the new towns should be the core target of the general plan of Jinshan District.
