Compared with the rapidly developed urban economy, the modern agriculture in city countryside of Shanghai has taken its shape, but it still develops slowly. However, various problems are emerging with the further development of urban agriculture. The main reason lies in the fact that the cultivation of talents in agriculture can’t keep up with the development of the urban agriculture. The lack of practical professionals in the suburbs has become the critical issue restricting the development of modern urban agriculture in Shanghai. It is of great significance for promoting the modern urban agriculture in Shanghai to accelerate innovations in the reform of the system and mechanism as well as the cultivation of those practical professionals in rural areas.The study found that a lot of work, which turns out to be effective, has been done on strengthening the development of practical professionals in the countryside by Shanghai government. However, there are still many shortcomings in those areas such as programming of the system, supporting policy, establishment of the mechanism, system improving and developing of the market. Meanwhile, problems such as inadequate supply, low capability, structural shortage and inefficiency in demonstration and stimulation also exist in practical professionals in the suburbs.By integrating theory with practice and following the principle of respecting the truth, this study adopts methods such as literature study, investigation, expert consultation. At the beginning, the study works on the problems and analyzes those problems existing in Shanghai rural practical professionals. Then, the study predicts the demands for the talents on the ground of the tendency of the development of modern urban agriculture in Shanghai. Finally, learning from the experience of developing human resources and practical professionals in both developed countries and domestic areas, as well as combining the condition of the nation and Shanghai, the study puts forward the concept of government leading, system perfection, market allocation and demand oriented to strengthen the development of practical professionals in suburban Shanghai, with the hope that it can serve as a reference when relevant government departments make decisions.
