In recent years, the rapid development of suburbs of Shanghai attracted a large-scale of floating population. They brought vitality to the development of Shanghai, but also put pressure on urban management, economic development and public resources. Under the strategy of promoting new type of urbanization and strictly controlling population of megalopolis which were proposed by the decision of the Third Plenary Session of the eighteenth, a case study of Qingpu District of Shanghai on structural optimization and scale adjustment of floating population is of great significance. It could be a useful reference to the development of Shanghai and other major cities in China.This research takes the floating population of Qingpu District as research object, studies on the basis of the sixth national census data. Literature review and a combination of quantitative and qualitative methods adopted, this research analyzes on the status and features of the floating population in Qingpu District. Firstly, studies on the sociodemographic characteristics of the floating population; Secondly, studies on the future growth trends and the main influencing factors, uses the population model of Songjian for the eastern, western and the new urban regions of Qingpu District to make discrete forecast of the population dynamics, taking family separation and other factors into the forecast system, and predicts the results; Then, proposes the regulatory initiatives in scale optimization and structure regulation; Finally, summarizes the main conclusions of the research and gives the prospects for future researches.The findings indicated that that the structure of floating population in Qingpu District is irrational, and the population scale increases excessively, thus it is necessary to regulate the scale and optimize the structure of floating population. According to the forecasts and analysis of future population growth of Qingpu District, this study set targets on structural optimization and scale adjustment, proposes a multi-pronged regulatory strategy, put forward countermeasures on accelerating the pace of phase-out and transfer the low-end industries, developing the tertiary industry and high-tech industries, strengthening the regulation work on floating population, enhancing capabilities of urban management and service, improving the population quality of the floating population.
