The management orientation of institutes of higher education reflects a college's pursuit of value and is the guide for how to administer a college. With popularization of higher education, the management orientation of institutes of higher education attracts more and more attention.After more than 20 years development, higher vocational education comes to be an important part in the whole higher education of our country with regard to the members of colleges or students on the campus. In the last 20 years higher vocational education system made a lot of achievements, contributed a lot to the process of popularization of higher education and to enriching the monotonous higher education structure, and also got the approbation of the public gradually. In the mean time, many vocational colleges were not satisfied being imprinted with the word "vocation", they kept trying to transplant the general higher education mood into higher vocational education system and so lost their flavor of vocational education. This does and will do great harm to higher vocational education.To solve all kinds of questions that exist in higher vocational education, on the basis of clarification of the concept and content of higher vocational education, the dissertation emphasizes to analyze various factors that exert influence in administering higher vocational colleges. The author thinks that all the factors can be divided into the exterior ones and internal ones. The exterior factors are intentions of administrators, social needs and the competition of the same kind colleges. Social needs include employment need and scholars personal development need. The internal factors are the administration, academic factor and the conditions.By analyzing, the intention of government, social needs and the practical conditions are the most important ones of all the factors. Along with further reform of economic and educational system social needs will exert a little more influence among the three factors. Government will is prior factor and should be taken into account first; its influence is mainly reflected in macro-control. Conditions for setting up a college are minor factors, what administrators have to do is to improve and better conditions to satisfy government will and social need. On this foundation the author set up mechanism and process for fixing management orientation of a higher vocational college.In the end part of the dissertation is the research on a single case of Henan Vocational College of Quality. When setting and achieving the management orientation of a college the whole staff should have a say, and only on this basis points of view owned by all the staff can be expressed on what management orientation to set and how to realize it. In practice the management orientation should be the leading part. Viable rules, regulations and measures will be drawn up to guarantee the fulfillment of the management orientation. Management orientation of a college is guide but not doctrine. With the constituency they should be varied and improved with times.
