A Study Of Developing Strategies Of Higher Vocational Colleges In Anhui Province Under The Condition Of Reducing Recruitment

As an important part of higher education, higher vocational education is playing an indispensable role in it. The main task of higher vocational education is to train a large number of high-level practical talents for the construction of local economy and the development of local society. Specifically, the high-level practical talents trained for local production, construction, administration, and service are expected to go to grass-roots and stay there to make a contribution willingly. The higher vocational colleges are responsiblie for the training task. Due to the declining natural growth rate of population in recent years, the populaiton at the right age of receiving higher education is continuing decreasing year by year. However, the higher vocational colleges still continue their growth and expansion, which have jeopardized the survival and development of some higher vocational colleges confronted with a predicament of insufficient and low-quality students. Therefore, it is a must to do some analyses and generalizations from both the theoretical and practical perspectives. After deeply exploring and analyzing the factors influencing the enrollment of higher vocational colleges, we may find solutions to the decreasing structural enrollment of the higher vocational colleges in Anhui Province.Starting from the definition of higher vocational education, the present study provided the definitions of higher specialty education and distinguished them from one another. Besides, this generalized the history of the development of higher vocational education in Anhui Province through tracing down the origin, and summarized the current developing situation. In addition, the concluded the characteristics of the student enrollment of higher vocational colleges in Anhui Province, and it analyzed the influence of the reducing enrollment on the survival and development of higher vocational colleges. In the end, based on the successful experience of the developed nations and areas, the proposed some developing strategies for the higher vocational education in Anhui Province which is confronted with the reducing enrollment. The strategies are as follows:firstly, the government ought to play a leading role in the development of higher vocational education; secondly, a reform of the current enrollment system of higher vocational education is expected; thirdly, the connotative construction of higher vocational colleges should be strengthened by the differentiated competitive strategies.
