Expression of interest refers to the citizens (individuals or groups) through a variety of ways or means to make a variety of interests and demands of the political system to influence the process of its political output. Non-institutionalized interest expression is relative to the institutionalized expression of interests, means not through the legal and related systems in terms of formal channels and methods, but outside the scope of its allowed channels and modes of expression to the interests of the main manifested as jumping, jumping bridges, self-immolation, road congestion, assaulting on police, collective petitions, leapfrog petitions, groups events and so on.At present, with the profound economic and social structure transformation, our country has entered a period of multiple contradictions in the interests of society. Behavior of these non-institutionalized expressions of interests with great energy to shake the social stability, and erode the credibility and legitimacy of the state, to China's political system has brought unprecedented shocks and threats.Based on this grim reality, drawing on the political system theory, this article asked to enter the political system need to go through gatekeepers, communication channels and cultural norms regulating the analysis of three intermediate links in perspective, the interests of non-institutionalized Analysis of the cause of the expression. It is these restrictive factors led to the institutionalization of the interests of China's express delivery failures in serious condition, which gives rise to the expression of a large number of non-institutionalized interests.
