As a product of educational revolution in contemporary western countries, the notion of "school-base" mirrors the demand of educational development. In China, the advancement of the "school-based education research" is not only a response to the notion, but a vital alternative for furthering the curriculum reformation in basic education. School-based educational research is of considerable practical significance for teachers' professional development in primary and high schools. Therefore, many primary and high schools make various efforts to reform their educational research in response to the notion. Based upon the investigational research in a primary school in Lanzhou City, the paper discusses the problems in the implementation of the school-based education research and the solutions.According to the investigation, the research is mainly in the charge of the subject research group under the leadership of education department of the school. The main activities involved are class preparation, class presentation, class observation and class assessment. The research mainly takes the form of discussion of the procedures involved in the teaching process. In addition, the frequency and form differ with different subject research group. The teachers' s attitude toward the activity also differs.In accordance with the notion and requirement of school-based research, some problems of the research are found out: poor professionalism of the research group, the monotony of the activity of the group, poor leadership of the key teachers, inadequate aid from peer teachers, the inactiveness of the teachers in participation in the research activity, the unbalances of the research activity between different subjects, and the poor system of school-based research.Some suggestions are advanced in paper such as widening of the access of the shoo-based research, the organization of various reach activities, the flattening reformation of the structure of the inner-management in primary and high schools to create a better surroundings for the research, establishment and improvement of the school-based research system, improvement of teachers' professional autonomy to encourage them take active part in the activity, and the establishment of the learning-oriented and the creation of active and positive school culture.
