The secretary of Education Ministry, Zhou Ji Said: "To solve the 'Three-agro-problem' is the most significant among all tasks of our Party". The conference of country education task of China last year confirm that the country education task is the most significant among the education tasks in China. To transfer the margin labor force to non-agro-industry and town is the necessary trend of industrialization and urbanization, is also the radical method of solving the 'Three-agro-problem' and adding the revenue of peasants. However, the target of rural middle vocational schools is not to solve the 'Three-agro-problem' and to serve the economic development, but to become a common high school. It's also the same as the common high school in recruit students limited in current year's graduates from secondary schools. The key point of rural middle vocational schools is how to prepare the basic knowledge for the entrance examination of universities. So the rural middle vocational schools is changed in reverse direction and it's very difficult to run in the right rack for vocational schools.The difficulty, root causes and solutions for rural middle vocational schools are described and developed in this paper in order to recover the function of vocational education, to solve the 'Three-agro-problem' and to serve the economic development. The first part: the history evolvement of rural middle vocational schools Chinese vocational education germinated in Chunqiu period, was born in Mingguo period. The symbol is Renwu Educational System issued in 1922. However, rural middle vocational schools was born afer Liberation, the symbol is the Determination about Reforming Educational System issued by the Government Affair Institute in 1951. The born symbol of rural middle vocational schools is the Direction about Education Task issued by the State Department. The development have divided into four stage: Springing up(1951-1965), Dismissing and Stopping(1966 -1982), reviving(1983-1996) and Boosting(From 1997).The second part: the Analysis of Rural Middle Vocational Schools Status and Cause The first difficulty is the recruitment.
