A Schoolmaster's Comments On The "Single Fee System"

there are three main purposes in this research:1. to make an investigation of how the "single fee system" is carried out in primary and middle schools in Xiangcheng District, and to analyze the supply and the use of the fund for the compulsory education so that theoretically, the cause of the problems can be found when the system is being carried out.2. to analyze the policy of the "single fee system"; to make a further exploration for a better environment guaranteeing to accommodate the system to the economic development in Xiangcheng District.3. to put forward a complete plan for the "single fee system" on the operating level, to establish the foundation about making relative policies and policies, and to provide the scientific basis for the legislation in this area.Questionaire and interview are mainly used in this research. 22 public schools in the whole district in which the compulsory education is being carried out have been investigated. And all the schools masters have been interviewed simultaneously. The data of the financial expenditure in the whole district have been collected, accumulated and analyzed.Conclusions through investigation:1. The financial burden of a family are generally less heavy than before in terms of the total amount regardless of the private add-ons which haven't been reduced while on the other hand it takes up a rather large part in the whole fee of education.2. Single fee system doesn't mean the one-time payment now. If so, it will be an apple of discord in charging fees, which is to bring about more harm to the children's family.3.
