The guiding principle of education which accords with the centralized education management system reflects our State's educational purposes and the general direction, aim, creed, principle of the educational development in different periods. Since the founding of PRC, there are lots of researches focused on this topic. The Party's 3rd Plenary Meeting of the Eleventh Countrywide Representative Meeting in 1978 corrected leftist mistakes and the guidelines of CCP and re-confirmed Marxist's correct policy of our party. The educational guidelines had a correct start, but the process was very slow. Till the year 1985, the guiding principle of education was re-established in "A Resolution of the Chinese Communist Party Central Committee about the reform of the educational system", which indicated that the guiding principle of education featuring "Class struggle is the principle" had been replaced by one that served socialist construction. The road of educational development has had twists and turns. The discussion of the new guiding principle of education lasted for about ten years. The topics in the discussion such as the function of education, the combination of education and labor offered new academic perspectives of the educational reforms and modification of the guiding principle of education. The discussion promoted the liberation of people's mind and academic prosperity. It was fixed in the education law of 1995. The official establishment of the guiding principle of education realized its historic change and corrected the deviation on the value judgment of education. The guiding principle of education was put into practice after 1995. The education undertaking has developed quickly, but there are still many problems in the education area.
