A nation should be governed by talents, and without talents prosperity is not possible. In the current era where science and technology has been developing by leaps and bounds and economic competition has become increasingly fierce, talents are playing a decisive role in the socioeconomic development of a nation or region, and have become a nation's foremost strategic element. Talent resources development strategies are intended to resolve regional talent issues; on the basis of a profound understanding and summarization of the interactive relationship between talents and socioeconomic development, its course of action and extent of influence, we must define the guidelines and basic principles for the implementation of strategic planning and the desired optimal conditions and outcomes of such implementation, and use full, systematic talent development management policies and regimes and management measures to assure the realization of the strategic conception.Since China adopted reform and opening-up policies, Deqing County has experienced a rapid socioeconomic development, with significant achievements scored in the development and utilization of talent resources. However, analyses indicate that on the outer level, the total quantity, structure and quality of talents can barely cope with the needs of socioeconomic development, market forces are not playing a fundamental role in allocating talents and institutional hurdles which hamper talent mobility persist; on the outer level, faced with the actuality of the county's physical location in the metropolis sphere of the Yangtze River Delta and a host of increasingly apparent difficulties and problems, such as the fracture of external systems, brain drain in close vicinity, and lack of advantages in attracting talents, how to formulate sound strategic planning for talent resources development, intensify the development and utilization of talent resources and promote the sustained, healthy and rapid socioeconomic development has become a critical issue in urgent need of solution.This paper, by referencing the practice of some developed nations and Chinese regions in the implementation of talent resources development strategies, conducts a comparative analysis of the connection between the quantity and quality of talents and the level of GDP growth and socioeconomic development. In conformance to theoverall requirements of the integration of regional socioeconomic development strategies and regional talent resources development strategies, and from the perspective of the marginal productivity theory in public economics, this paper presents a talent resources development theory compatible with socioeconomic development and explores strategic development paths on the basis of government macro controls for giving an effective play to the fundamental allocating role of the market and for promoting an optimized allocation of county talent resources, so that theoretical basis can be provided for the government's scientific decision making.
