As the knowledge economy continuing to grow and mature,"Talent is the first resource of economic and social development," has become the consensus of the various levels of government in the region. The government of He County also clearly understands the current situation, and places the talent work in a prominent position. Furthermore it makes the "talent County" a strategic choice,ensuring the county being a contention advanced in the area of competition and the realization by leaps and bounds.In recent years, the government of He County attached great importance to human resources work. The talent development achieved remarkable results, the total personnel continued to grow, and the overall quality of personnel improved significantly. The policies and practices of qualified personnel continued to innovate, all kinds of talents came to the fore, and the healthful mechanisms improved gradually. A new pattern of personnel working has formed basically by the unified leadership of party committees, total catchments of organizing sector, authorities carrying out their duties in close coordination, and the social forces extensively involving in. However, we must clearly recognize that the current overall level of talent development and economic and the needs of our county’s social development are incompatible. In a word, there are so many dilemmas faced by the current talent development:total lack of talent, the low overall talent quality, unreasonable structure and layout, lack of innovative talent and so on.This paper puts forward the corresponding strategies through analyzing the causes the dilemma facing by county human resource development, using the behavioral science theory, economic theory, and human resource management theory, with research methods and theoretical analysis of the combination of field research. It based on the He County’s talent development currently on the specific practices, improving the further the content, and striving to form a line suiting the county’s human resource development.Through analyzing the development of human resources and the status of the county facing difficulties, the paper argues that the main cause of trouble: Government and Enterprise emphasis on human resources work is not balanced, the lack of personnel to absorb load carrier, human resources training and development results unsatisfied, talent evaluation and incentive mechanism is not perfect, the job market is not fully developed, talent growth environment is not good enough. So the paper proposed the He County’s human resources development strategies, including: updating ideas, making the whole society pay more attention to talent; focusing on demand, continuing to broaden the channels of talent introduction; strengthening efforts to train personnel, improve the quality of talent; improving the talent evaluation and indenturing mechanism effectively with good talent; establishing a market-based mechanism for the allocation of talent, promoting the rational flow of talent; fully optimizing talent growth environment.
