| Along with the rapid speed of the economic growth in China, there have been a great much enhancement in both quality and quantity of the higher education. And the demand of the higher education in our country is growing quickly. In China, The public university is the biggest provider of the higher education, but they are always bothered by the lack of the fee. In such condition, many public universities have begun to search more ways to raise money. And the donation, as one of the main sources of the fees, is taken into more and more account.The first part of the thesis is the introduction of the background, including the history and present condition of the donation in Chinese public universities and the necessary to develop the donation for the public higher education.The second part is the analysis of the macro environment for the development of higher educational donation in our country, which is the most important part of the thesis. Because of the immature condition of the donation business, China has to learn more form other countries. And in the educational donation domain, American is the . most experienced country in the world. It is necessary to make an acquaintance of the circumstances of this country before learning from her. So the comparative research method is used in this part. There are two main factors in the macro environment: the informal restriction such as politics and culture, and the formal restriction such as laws and policies. In the base of the analysis of the factors, it is clear to see the advantages and disadvantages of the field in China.The third part is probing on the micro mechanism of the donation raising and operation. According to the management theory, a scientific donation raising system in university is proposed at first. And then the use of the donation is discussed, including the principles and the ways.In the finality, a summary of conclusions is given, and the prospect of this domain is proposed as well.
