The Analysis Of The Harmony Between Talent Structure And Economic Development

As a developed province of education and economy in China, the largest superiority is education and the most important resource is human resources, although Jiangsu has no superiority in natural resources. So it is helpful to educate talents rationally and accelerate economic development in Jiangsu that study the function of human capital especially talents to the economic development.At the beginning, this paper summarizes the establishment and development of the concept of human capital, and the definition of human capital defined by domestic economists in their articles. This part also explains the difference among human capital, human resources and talents. Then it summarizes the ways to analyze the effect of human capital to economic development, in order to establish the foundation of analyzation in Jiangsu province.The demonstration of this paper is based on the actuality of Jiangsu. First of all we use Cobb-Douglas function with effective labor to analyze the effect of human capital and material capital to economic development of Jiangsu. The results indicated that material capital has more effect on economic development than human capital. Then we use Panel-Data function to analyze the different effects of human capital and investment in the fixed assets to economic development in different areas of Jiangsu. The results indicated that there are distinct differences between economic development and human capital in different areas of Jiangsu. However, The difference of the output elasticity of investment in the fixed assets is not too much obviously. Contrarily it is obvious that the output elasticity of human capital is quite different. The effect of human capital on economic development is greater in the southern Jiangsu than any other area of Jiangsu. But it is almost the same in the middle and the northern Jiangsu.Then we analyze the harmony between the increase of talents and economic development, and the harmony between the distributing of talents in industry and the development of industry. We analyze the dynamic harmony between the hiberarchy of labor and economic development, then the result indicated that the harmony between labor educated more than junior college and economic development in Jiangsu is better after the reform and open policy. The harmony between labor educated betweensenior high school and junior high school and economic development is going worse, but still in the range of basic harmony. By contraries the harmony between labor educated less than junior high school and economic development is in the range of reluctant harmony, and is going worse with the development of technology. Then we analyze the static harmony between the distributing of talents in industry and the development of industry. The results indicated that on balance the harmony between the distributing of talents in industry and the development of industry is being better after the reform and open policy, but the difference between industry is still quite great. On the basic of the analysis of the static harmony between the distributing of talents in industry and the development of industry, we makes the optimize function of talents education, in order to better the way of talents education in Jiangsu province.Finally according to the economic development and talents education in Jiangsu, this paper emphasizes that talents educating is the way to keep the economic development fast and healthy, and it also gives advise to different areas, in order to educate talents rationally and accelerate economic development in Jiangsu province.
