| During the 40 years since the reform and opening-up,the Chinese economy has been developing at a high speed,creating a series of remarkable development wonders.However,behind the rapid economic development,there are hidden problems that hinder development,such as increased factor costs,tighter resource constraints,excessive environmental carrying capacity,and the gradual disappearance of population dividends.Depending on the traditional wide and low efficiency economic growth method,it is not suitable for the modern society’s development.The mode of Chinese economic development should be changed to high quality.The report of the 20 th Party Congress mentions that high-quality development is The first task is to construct a modernized socialist state in a comprehensive way,and to develop it is the first task of our party in power.The period of "Fourteenth Five-Year Plan" is the key period of Chinese economy development.Strengthening the ability of scientific and technological innovation and improving the industrial structure are the internal impetus China’s economy.Improvements in human capital and human capital structure can promote scientific and technological innovation and improve the industrial structure,thus improving the quality of Chinas economic development.Therefore,at this stage,efforts to transform the "population dividend" into a more sustainable "talent dividend" are the key to build a new pattern of development,change the development mode,and promote quality and efficiency.This paper takes 30 provincial administrative units in China as the research object to explore the impact of human capital on the high-quality development of China’s economy and its possible impact mechanism.This paper involves the important research on human capital and high-quality economic development at home and abroad.Based on the analysis of the current situation of China’s human capital and high-quality economic development,it conducts an empirical study on the impact of human capital collection on China’s high-quality economic growth.The specific contents of the full text include:(1)According to the relevant contents of endogenous growth theory,human capital theory,industrial upgrading theory and the "five major development concepts",explore and construct the direct impact mechanism of human capital on the five dimensions of high-quality economic development,as well as the indirect impact mechanism with the upgrading of industrial structure as the intermediary role,and put forward relevant research assumptions on this basis.(2)Human capital level and human capital structure were measured using the educational age method and the space vector angle method.At the same time,the concrete development index was calculated using entropy,and the present state and tendency of human capital level,structure and quality economic development were discussed and analyzed.(3)The fixed effect model is used to measure the effect of human capital level and its structure on the quality development of Chinese economy.Use the two-step least squares method to reevaluate and consider intrinsic elements.(4)The dynamic regression model is constructed,and the internal effective stress is estimated using the two-stage system wide matrix method.(5)Test the indirect impact mechanism of human capital on the high quality development of Chinese economy.(6)We construct a space bar model and study spatial side effects in human capital effects on high quality economic development.(7)The estimated values are verified by the tail reduction method and the measurement model substitution.(8)Based on regional classification,the group examined the heterogeneity of the impact of human capital on the development of quality of regional economy.Based on the theory and empirical analysis,the main results are as follows:(1)Human capital level,structure,and quality economic development in China over the past 16 years have shown a sustainable growth trend.The overall human capital level and quality level of economic development in the eastern region is still far above the central,Western and northeast districts.(2)According to the fixed effect model,the level and structure of human capital will have a significant positive impact on the quality development of China’s economy.The higher the level of human capital,the higher the structure of human capital,and the better the economic development.After considering the endogenous problem,the evaluation of the two-step least squares method shows that this conclusion is still valid.(3)The overall matrix evaluation study of the two-stage system revealed that there was an evolving inertia in the economic development process of China,and that the high quality development of the present period depends greatly on the high quality economic development in the previous period.At the same time,from the dynamic point of view,the advanced changes in human capital level and human capital structure continue to prosper the high quality development of the Chinese economy.(4)The human capital level can promote innovation,coordination,green and sharing in the "five development concepts",and promote the high quality development of the Chinese economy directly,and the human capital structure promotes innovation,coordination and green in the "five development concepts" Directly affects the quality development of China’s economy.At the same time,the level and structure of human capital will help develop the quality of regional economies and help them modernize their industrial structure.(5)In the spatial analysis,the increase in human capital level and the improvement of human capital structure are useful for the high quality economic development of the target city,and at the same time are positively influenced by the high economic growth of the peripheral area.But with Siphon effect,the development of human capital in the surrounding areas will negatively affect the quality economic development of the target city.(6)Heterogeneity analysis revealed that there were significant differences in the impact of human capital level and structure on high quality economic development.At the level of human capital,there is a situation of Northeast>West>East>Central;At the level of human capital structure,there is a situation of Northeast>West>Central>East.Therefore,this paper combines the background of the times with the findings of the study and proposes the following suggestions: Optimize the structure of human capital,implement the policy of education diversion,solve the difficulties and outstanding problems in the field of education,increase the investment in education,and improve the average length of education of the national population.Give full play to the "talent dividend" and accelerate the industrial upgrading.Improve innovation ability,establish and improve laws and regulations on intellectual property protection.Pay attention to coordinated development,focus on rural education,coordinate the distribution of education resources,and promote equity in urban and rural education.Advocate the harmonious coexistence of human and nature,and promote the development of green productivity with the improvement of human capital.Increase the degree of opening to the outside world,encourage domestic talented people to join the international division of labour and study advanced knowledge from abroad,understand various industrial systems,and turn the demographic dividend into human capital dividend.Improve the social resource sharing system,especially the social education resource sharing system,and realize the sharing of excellent education resources for all. |
