Research On Government Strategies To Promote Female Employment Under The Background Of "comprehensive Two-children"

Affected by the policy of family planning in the last century and continuous improvement of the level of economic,scientific and medical care after the reform and opening up,the phenomenon of population aging in China has become more serious since the 21 st century.The aging of the population currently has become a very serious problem in our society,the relevant survey of the world founded that 20% of the total number of elderly people is occupied by China.In order to effectively alleviate the problem of the aged tendency of population in China and increase the number of labor in the market to promote balanced economic and social development,our country put forward "universal two-child policy" at the Fifth Plenary Session of the 18 th CPC Central Committee in October 2015.The comprehensive two-child policy is undoubtedly a good policy.However,women as the direct birth-related policy are inevitably affected by the negative effects attached to the policy.Fertility will occupy more families and working hours for women.In order to childbearing and take care their children,many women were forced to interrupt or abandon their occupations.Enterprises also began to deliberately restrict female groups in employment,promotion and career development due to the increase in the frequency of female births and the imperfect national maternity supporting policies.Which result in more serious employment discrimination in the context of the universal two-child policy.The female group accounts for half of China's total population,which number is large and stable.Coupled with the development of education in China,the female group's education is increasing,and the gender dividend released by women's full employment can effectively promote China's economic and social development.This paper focuses on the theme of equal employment of women,and aims to explore the employment dilemma faced by female groups in China under the universal two-child policy.The results of the questionnaire survey show that the universal two-child policy has less negative impact on male groups,but it brought female groups more negative effects,which are manifested in the fact that the phenomenon of gender discrimination in employment has increased,the salary has decreased,the profession has flowed downwards,the length of housework has been extended,most women have been unable to balance family and work,occupation has been interrupted,and even the workplace has returned to the family.After investigation,it is found that the protection of women's labor and employment rights needs to be improved,the maternity supporting policies are lagging behind,the trend of enterprises' profit-seeking,the influence of traditional gender culture concepts and the imperfect government supervision mechanism are the root causes of the employment burden of women under the universal two-child policy.In view of the causes and current situation of the problem,this article draws on the relevant experiences of Japan,Korea and Singapore on promoting women's employment,with the government as the main responsibility,spare no effort in cultivating advanced gender,improving policies and regulations,improving the maternity insurance system,reducing the cost of employing enterprises and strengthening the cooperative and interactive relationship between the government and social organizations for women's employment.The concept and the sound multi-subject collaborative supervision mechanism are used to provide a systematic governance strategy for the government to solve the employment problems faced by women in the context of the universal two-child policy.
