The main point of this dissertation is to investigate the cause of the current graduates' "difficulty of employment" and its solution of countermeasures. Presently, with the further development of reform of the employment system of graduates, in the background of increasing number of the enlarged enrollment, the public spotlight has been focusing on the problem of graduates' employment. To solve the issue "difficulty of employment" is becoming increasingly imminent.Currently, along with the development of tertiary education in China, the tertiary education has gone through from "elitist education" stage to "popular education" stage. According to the statistics, the number of graduates of nationwide ordinary colleges and universities in 2007 will increase by 19.9 percent to 4.95 million, which shows a rise of 820,000, compared with to the same period of previous year. As the system of socialist market economy was established progressively, the employment system in our country changed fundamentally as well: It transformed from the "job assignment upon graduation" under the planned economy system to the "mutual choice with self-decisive employment" under the market economy system. The transformation of the employment system brings about bewilderment of many graduates when they confront numerous and complicated talent markets. There are many facets to the causes of the low-rate employment of graduates: system of employment and education, institution of higher learning as well as graduates.In recent years, relevant departments and offices of the state government promulgate policies and statutes successively, to serve graduates to the maximum. In the meanwhile, the government takes positive steps in fields such as macro-regulation, the reform of education system, the cultivation of employment market, the expansion of channels for employment and so on. Besides strengthening guidance and training of employment for those who could not adapt to transitional period of employment system, it is more important that graduates should respond actively by changing conception of employment and enhancing sense of competition. It should be emphasized that, to solve the problem of graduates' "difficulty of employment", unilateral effort would not be enough; for it is a complex project which needs multilateral cooperation and support from all circles of society. Accordingly, several countermeasures will be proposed in the dissertation after prudent research on the situation.The dissertation is made up of the introduction and three parts, about 40,000 characters in all. The main content follows:Introduction: The significance of the thesis, status quo of the study and method adopted in the study.The first part: The background and manifestation of graduates' difficulty of employment. In this part, the brief development of graduates' employment system in our country, features and phenomena of "difficulty of employment" will be discussed. The current situation of college students' employment and existed problems will be probed in a realistic way. From the author's point of view, graduates' "difficulty of employment" has become the hot issue focused by the public, which is a indisputable fact: Graduates' "difficulty of employment" will last a period of time; moreover, it probably will be a long-standing issue.The second part: Analysis upon the causes of graduates' "difficulty of employment". The low-rate employment of graduates submits a variety of reasons with external causes as well as internal causes. It is popularly believed that the enlargement of enrollment which actually is one of reasons of this phenomenon resulted in "difficulty of employment". The most important cause, however, is the structural inconsistency due to the employment system. Furthermore, the contrast between employment expectation of college students and the demand in reality also aggravate the plight of "difficulty of employment".The third part: The policymaking suggestion or solution to the graduates' "difficulty of employment". In this part the solution to difficulty of employment will be explored in the aspects including functional departments of government, employing units, institution of higher learning, and college students themselves—the functional departments of government should strengthen the regulation of policies, standardize the employment market, and expand channels for employment; employing units should establish the scientific conceptions of personnel and construct the mechanism of fair competition; institution of higher learning must train talent with efforts, strengthen the employment guidance and perfect service of employment; college students need to change their own conception of employment and improve their self-cultivation at the same time.
