College students are the most important part of human capital in the21st century. They are playing an important promoting role to the country’s economic growth, science and technology innovation and the civilization. Women as a special social group which an important part of society. Female participation in the field of employment represents the economic power and social status. Not only could improve their quality, but also could help more harmonious and stable development of the society as a whole. Although the market economy is developing and the industrial structure is upgrading, the job market downturn from2000year. The college students’employment situation is still difficult. Because of the traditional concept, professional limitation, discrimination and other a series of problems, the female university students’ employment problem is highlighted and the Gender inequality is intensified. The job market could not provide equal employment opportunities and the environment for female college students. Therefore, solving the problem of the current female college students employment could reveal the government responsibility consciousness and promote the government towards a service-oriented government and maintain the fairness and justice of society as a whole.This study aimed at female college student sex discrimination in the process of employment for further research. It would emphasis on the Chinese government in the policies and measures to solve the problem of female college students. Then analysis the existing policy advantages and disadvantages and puts forward improvement suggestions and countermeasures In order to provide some reference for the government to solve practical problems. In order to make the research data reliable, the study use a case study in Dalian university. It choose Dalian University of Technology, Dalian Maritime University and Dongbei University of Finance and Economics as a case, because the student number in the three universities are large, professional coverage is wide and include arts and science. They could make the sample is representative. The questionnaire makes a statistic analysis on the employment status of part female college students, including employment situation, employment orientation, and employment preparation and so on. At the same time made certain understanding for employment policy. Investigations revealed that the female university students’employment situation showed a trend of below average, the overall employment rate of three universities in less than half. Female college students have the pessimistic attitude to the future, the ideal employment expectations too high, the comprehensive quality low, not understand the national policy. At the same time, the government policy is not enough, lacking of policy enforcement, policy supervision does not reach the designated position. The author on the basis of full analysis of the present status of the female college students, using the human rights theory, public management theory, public policy theory to analysis the employment difficult of female college students. From the traditional concept, the existence of gender culture such as "Roles","Son preference ","Wifely submission and virtue". Countries in policy formulation, implementation and modification are constrained by the difference of gender culture in many aspects. For many women would be subjected to rejection and misunderstanding. For contemporary female college students increase their employment pressure. From the point of school education system, the uneven distribution of education resources, women suffer education degree is different, college professional curriculum is not reasonable, not match with market demand, They limits the female university students’ employment. From the perspective of government policy, the number of female college students employment policy not enough, policy propaganda not in place, lack of policy executive power. The government not provide reasonable policy guarantee to female college students on the macro guidance. From the respect of enterprises, the high cost of hiring female college students, overt discrimination and implicit discrimination exist in hiring, coupled with China’s laws and regulations is not sound and the system is not perfect. The college students themselves not have a correct understanding of the employment situation. All of these lead to female college students are subjected to the employment difficult problem. Therefore, we must base on China’s national conditions, reference to the European Union, Japan, the United States, India and other countries advanced experience in solving problems of female college students’employment to solve our own problems. For example, the European Union, Japan legally of the equal pay and employment act, as well as the unique family security system, Sweden’s parents allowance "policy, the "perfect child day care system "policy, Britain and Canada send a sound social organizations, etc. Through these experiences guide our country to solve the female university students’ employment problem. First of all, consummating the legal system of our country and stepping up efforts in female employment legislation system, strengthening supervision and enforcement of the law. In the aspect of law for the most basic guarantee of female college students. The second, we should deepen reform of the education system, developing specialized courses for the female college students, establishing supply and demand matching system for the colleges and the society, understanding the employment intention of the female university students and professional requirements of the enterprises, training talents for social needs. The third, we should strengthen the government’s policy support to strengthen the awareness of gender mainstream in the decision and policy operability and policy execution, increasing the number of policies for female university students’ employment. At the government level provide the most perfect security system for female college students. The fourth, we should strengthen social organization and coordination. Attaching great importance to the women’s federation and the role of the informal organization and proposing to love and support the female college students groups. The fifth, female students should improve their comprehensive quality, get rid of the shackles of traditional gender concept, broaden and expand the perspective. They should have clear picture of their own career development planning and study more scientific and cultural knowledge to arm themselves in the school and also cultivating the crisis consciousness and competitive consciousness to express them in the job-search army.Female college students’employment problem is not isolated and single, but pluralistic, integrated system engineering. In this system, should not lack of the government, judicial, social. This study based on field investigation. In order to provide certain reference to the government, school and society and help them to solve the difficult employment of female college students.
