Along with the coming of new century, the world steps into a knowledge-based economy ages that have characters for knowledge innovation and new technique industrialization. The human resource becomes the most important strategy resources for development of a national economy and society. A university is a group of faculties providing higher education and empowered to grant academic degrees. The quality of higher teaching comes to a decision the quality of the talented students, relate to the nation's prospect destiny. The faculties' quality directly comes to a decision the higher teaching quality. Therefore, the evaluation of university's teacher becomes extremely important. The system of evaluating teacher is not sound in our country now, and affects the development of university. Therefore, it is necessary to improve and perfect the system of university's teacher appraisal.This paper introduces the present situation of evaluation of undergraduate teaching quality firstly; then, for undergraduate teachers, the paper analyzes the characteristics of evaluation, the form of evaluation and the period of evaluation, establishes the valid index system of evaluation. This paper studies the evaluation of undergraduate teachers using analytical hierarchy process (AHP) method, Homogeneous Markov chains analysis method and multi-angle of view's fuzzy comprehensive evaluation method, and constructs the method of the evaluation of undergraduate teachers. The paper evaluates teachers of GY University detailed as an example. Finally, the paper adverts to some tips as evaluating undergraduate teachers, and analyzes the inspiriting effects of evaluating.In the paper, the valid index system of evaluating undergraduate teachers includes 4 main items: the moral qualities , the culture qualities, the ability of professional work, the mind's , body's and team's qualities. Under the mainitems, there are 13 second class items, such as political qualities, the ability of teaching, the body's qualities etc.. In addition, the index of ability of teaching divides into 4 third-classes: the attitude of teaching, the effect of teaching, the method of teaching and the workloads of teaching.In this paper, the weight of each index is determined by the analytical hierarchy process (AHP) method. The AHP method determines the relative importance of factors in a hierarchy through comparing one factor with another. It is a method that expresses and process subjective judgment as quantity form, and can reflect the whole of object of evaluation. The paper appraises the effect of teaching using Homogeneous Markov chains analysis method. The result of this method is independent of the student's base, so it can appraise the AHP method determines the relative importance of factors in a hierarchy through comparing one factor with another. It is a method that expresses and process subjective judgment as quantity form, and can reflect the whole of object of evaluation. The paper appraises the effect of teaching using Homogeneous Markov chains analysis method. The result of this method is independent of the student's base, so it can appraise the effect of teaching fairly and objectively. This method is better than the method that appraisal the effect of teaching using student's scores, because a student's base is different from another's. The appraisal of other index is used the method of multi-angle of view's Fuzzy comprehensive evaluation. The labor of teacher has the characteristics of non-computation, creativity, difference, delay, and overlap, so the appraisal should be comprehensive, complex and fuzzy.This paper totally is divided into six parts. The first part describes the present situation of evaluation of undergraduate teaching quality and some existent questions in our country, and presents the innovation of this paper.
